Issue Upgrade Issue Plesk 12.5 to Onyx (17.0.17)

We are trying to upgrade Plesk 12.5 to Onyx (17.0.17). But Plesk pre-upgrade checking is showing the error

Plesk pre-upgrade checking...
ERROR: The system was unable to find the specified registry key or value.

Our Server OS: WIN 2008 R2 (Std.)
Pleask 12.5 WebHost edition

We tried running the Manual Plesk pre-upgrade check using following command but the report is not saving

"%plesk_bin%\php.exe" -d safe_mode=Off panel_preupgrade_checker.php <plesk-db-admin-password>

Please help
