Issue Upgrade stuck - plesk offline

Upgrading from 18.0.27 to 18.0.28 using the command line. Upgrade stuck at upgrading core components. Now plesk is offline with 404 error.
Tried running # plesk installer --select-release-current --reinstall-patch --upgrade-installed-components
But still stuck on plesk core upgrade. See attached.

Server running win server 2019.
