upgrade unsuccessful now plesk not working

Hi, I could really use some help. I tried to do an upgrade using the control panel on a VPS. It bombed and now plesk control panel does not come up. Websites that use php and MySql dont work either. Cant access email as well.

Is there a way to back it out? Rebuild it?

I have access to another Plesk VPS. Can I move the databases from the not working site to the other?

Any help would be appreciated
