Question vps slow only home connection

Plesk Obsidian Web Host Edition Version 18.0.62 Update #2

I'm having slowness problems on my Plesk vps in Germany
The strange thing is that if I connect with the home connection from Italy everything goes slow, if I connect with vpn or from mobile instead everything works correctly

is it a problem related to the dns of my provider or can I do something?
