Question WebResource.axd gives error 403

Hi, I am using a Windows Server 2016 Standard and in my sites I get always the same error when loading WebResource.axd.
What can I set to avoid this prolem?

I also set Web.config to:

<handlers>
<add name="AssemblyResourceLoader-Integrated" path="WebResource.axd" verb="GET,DEBUG" type="System.Web.Handlers.AssemblyResourceLoader" preCondition="integratedMode" />
</handlers>

<staticContent>
<clientCache cacheControlMode="UseMaxAge" cacheControlMaxAge="300:00:15" />
<mimeMap fileExtension=".axd" mimeType="application/javascript" />
</staticContent>
