What are default php settings and where are those set?

In plesk panel, you can set specific php values for each subscription.

For most settings there is option "Default" or Custom which you can enter.

My question is, what is the "Default" value and where are those set?

That doc is really great, however says nothing about changing the default settings.

I want to change the open_basedir parameter, to include the /var/www/vhosts/system/{DOMAIN_NAME}/statistics, since it's out of the default open_basedir and the statistics cannot be viewed.
