What does it mean if I don't have Applications Vault

The help documents provided all this wonderful and inviting information about the Application vault and all its features. What if I don't have the option? I don't see application vault in Server>> Services Group... and there's no "Install Application" for domains.

Could my service provider restrict this? Why would they?

Is it part of the add-on pack and not part of the default setup?
 
Am I talking to a mirror?

It's confirmed... apps like Application Vault and Helpdesk cost extra. Who is this, Microsoft?
