What is the best way to implement Windows Firewall

Does anyone have any advise as to the best steps for implementing Windows Firewall? Last time I tried with Windows 7.5 my FTP service was blocked. Is there anything I should be aware of, Like DO's and DONT's?
 
To solve the FTP issue, add the file inetinfo.exe to the Expections list of the Windows Firewall.
I don't remember the path for this file, so, use the search.
I think is somewhere inside c:\winnt\system32

If you can't find, I'll try to find for you, just ask

With the firewall you are better giving plesk a wide berth and do it straight on the firewall icon in the win control panel. For exceptions make sure you add dns on port 53 for both tcp and udp.

Can someone give me a list of standard ports to have open for both TCP/IP and UDP?
 
Also should I activate it in Plesk then customize it through windows or should I just skip plesk all together?
