Issue Xinetd and Qmail no autostart

Hello together,

I have a big problem, after reboot my smtp doesn't start anymore.

I have fixed out the problem is that Xinetd doesn't autostart.
If I start the Servive manual al works fine. I have the problem on two identical servers.
I've reconfigured update-rc.d - Still the same.
I've changed to postfix and back - Still the same. Postfix woul'd work correctly.

We realy need qmail and can't change to postfix.

Server is Ubuntu 14.04
Plesk is 12.5

So I'll hope someone can help us.
