My opinion is I "doubt it". Would be nice but if nginx can connect to IIS then it may be possible:

When we setup servers modsecurity seems to work well at first. Then at some point stops working.
We have reverted to doing the following to get it to work now.
Go to C:\Program Files (x86)\Plesk\ModSecurity\vhosts
and renaming it to something like vhosts-old
and then disabling modsecuirty...
