I'm running Plesk 12.0.18 Update #9, on CentOS 6.5.
I noticed that one of my sites was running slow and I found that it was running PHP as CGI application, when it should have been running as FastCGI application.
Under Service plans, all my service plans have 'Run PHP as' set to FastCGI...
Thank you Nikolay! It was a 'Listen' directive in my Apache conf that was set to the IP of the server. I removed the IP, just leaving the port number (80) and nginx started up straight away. No error messages about SELinux either.

I seem to have fixed this by unchecking the 'Perl' and 'CGI Support' boxes for the domain in the Plesk Control Panel! So turning Perl and CGI support OFF still enabled Perl scripts to run... Hmm.
