Tested setting my restart interval to 0, didn't help. It actually crashed more, which makes sense. It's sort of an intermittent problem because you have to let apache work a bit before it'll have some connections to hang on.

I'm having the same problem, same thing in my logs. A customer makes a change to their hosting account, Plesk initiates a graceful restart of apache and it doesn't come back.. I have to scramble onto SSH and type "service httpd restart" and everything is immediately fixed.
