Dear Pleskians! The Plesk Forum will be undergoing scheduled maintenance on Monday, 7th of July, at 9:00 AM UTC. The expected maintenance window is 2 hours.
Thank you in advance for your patience and understanding on the matter.
This is more an issue for AlmaLinux forums, as network configuration is not directly managed by Plesk.

I would suspect that you need to do something similar to How To Disable NetworkManager In AlmaLinux 8 but in opposite, Install or enable NetworkManager, and then...
https://www.strato.de/faq/server/wie-stelle-ich-die-netzwerk-firewall-bei-meinem-windows-root-server-ein/
check this or ask strato support if there is some firewall blocking port 25, etc
Daily backups are a thing since almost ever, do you mean the hourly that got added not long ago? If so, you can disable them for customers and resellers and not enable it as admin.
443 is the web/https port, so if u block that you also block all the websites from being reachable
Over Tools & Settings > IP Access Restriction Management, you can set what IPs are allowed to login as admins to the panel
1. webmail.domain.tld will stay
2. Horde/Roundcube are like a mail client they just access the mails stored on the server, so yes they will all be still there.
Either check logs it if shows more specific errors
/usr/local/psa/var/modules/panel-migrator/logs/
/usr/local/psa/var/modules/panel-migrator/sessions/
/usr/local/psa/PMM/logs/migration-<datetime>
Or contact support team for them to check it in detail.
7.3 is not offered by Plesk at the moment for Alma9
For now only over custom installation:
