On Plesk for Linux mod_status is disabled on upgrades to improve Apache security. This is a one-time operation that occurs during an upgrade. You can manually enable mod_status later if needed.
Plesk updated to 58 today on it's own. I noticed that OVH sets it's North American VPS servers with /etc/resolv.conf pointing at their dns server in France.
Editing the file and making the first nameserver 8.8.8.8 or 1.1.1.1 (for example) has done three things. Plesk is updating again...
4 days later and 56 is still the current version. Weird...

The changelog for January 29th shows
for Plesk update Plesk Onyx 17.8.11 Update 38 which was updated.
However, the server is still displaying the previous NGINX and OpenSSL versions. Plesk update manager shows there is no updates and SSH into the server shows no updates.

Recently had a similar issue with PHP-FPM and odd 503 errors as you describe it. This worked for me:
Websites hosted in Plesk and served by PHP-FPM are unavailable or load slow: "server reached max_children setting" or "Bad file descriptor (9)"
Previously the double entries would stop after Plesk checked for updates around 3am, and resume at some point in the evening.
Now the double entries are all day, every day. Something changed...
