2 quistions with plesk 8.6

i want to change the language from english to dutch,i have upload dutch in my plesk,but can not change it from english to dutch,
can somebody tell me how that comes.

2 quistion (sorry for my bad english)
i have a person that wants to change his hosting on my plesk like database or something else,
how comes it that i can not give him the rights to use that options.
always plesk says something like ip pool,what is that and where can i change that.

to activate a second language you need a license for a second language

ok i buy that,
but now i can not log in anymore as admin,only as client,
where can i change the option that my ipadres only can log in as client and not as admin,
i have change that while i was thinking that this only for clients wass and not for admin too.
i hope i can change that without to re install everything,
all my site's are now running under plesk (13 site's).
i hope i can get a answer on that mistake i did.
