403 errors - question on users and user groups

My web hosting firm has re-initialised a server I administer, and Plesk 7.5.4 is pre-loaded. However the re-initialisation has not worked properly, and the company responsible - 1&1 - is being damned unhelpful finding a solution.

You see that at:
https://87.106.4.34:8443/

there is a 403 error - forbidden.

I assume that this routes back to the wrong users / usergroups being set for the Plesk installation. Can someone let me know the typical users and usergroups (chown / chmod) for a standard Plesk 7.5.4 installation?
