403 error says me that you have some issues with configuration of IIS
I do not now how to handle such type of issues, probably you need to contact Parallels Support Team, provide them credentials and they will help you.

its not iis because other redirection work fine.
only this one !

I may be mistaken but:
1. When you go to https://domain.com:8443/, IIS redirects you to _default_ page of the _default_ site which should be Plesk.
2. When you go to https://domain.com:8443/login_up.php3, IIS openes specific page of Plesk site
3. When you go to https://domain.com:8443/plesk-billing/admin/, IIS openes _default_ page of the specific directory of another site (CBM site)

ISince you get the error only in case 1 then I assume that something is wrong with _default_ page of _default_ Plesk site. Maybe there are notenough permissions...

Helo i think after update from 10.4 to 11
some files are missing in C:\Program Files (x86)\Parallels\Plesk\admin\htdocs

so can any one provide thoes files so i can put it inside.

It would appear the default document at C:\Program Files (x86)\Parallels\Plesk\admin\htdocs has been deleted. If you have the file please send here.

Please post the all the files inside the %plesk_dir%\admin\htdocs for Plesk 11.0.9 installed on Windows 2008 Std x86 .. index.php and login.php3 are missing..
