Issue 502 Bad Gateway nginx while trying to install license on first install

I don't understand Fresh CentOS 7.2 Installation after the installation completed trying to install the license it gives me the following error

I don't understand this is a fresh OS without any other customization !!!
502 Bad Gateway

I don;t understand why there is this problem on the fresh installation

# service fail2ban stop
# service httpd restart
# service nginx restart

Such a shame I upgraded to version 17 testing and the issue got resolved..
