A name records not resolving / changing

I've found that Plesk 7.5 is kinda iffy on A name records. Sometimes they change instantaneously and redirect, sometimes they don't. When I ping them they still hit the NS server, etc.

Is this a function of general DNS propagation, or an issue with Plesk?
