Is it possible to create a database user with access to a limited number of databases?
 
Is it possible to grant granular permissions to a database user?

For example, granting only permission to perform a select statement on a specific table?
 
It is not possible in Plesk. database user can be granted for access to one or all databases but not for limited number of databases.
 
Is it possible to restrict the access for a user?
 
For example, if a user was to only use SELECT statements within a database. Is it possible, with Plesk, to restrict a database user to only SELECT statements (as oppose to INSERT, UPDATE and DELETE)?
 
Yes, in Plesk 12.5 you can manage Data Access privileges for database user.
 
Can you outline the steps of how I would limit a database user to only SELECT permissions?
