About the License of Bundled Images in Web Presence Builder

Hello Parallels,

may I ask -
A customer who is using Web Presence Builder any version (standalone edition), and created a website using Web Presence Builder bundled images, published the website, everything is fine.

Then, some time later, the customer transfer out, and uses FTP to download everything (including all the files and images) to another hosting provider.

Q: Does the end-user entitle to use the bundled image on 3rd party hosts?
(Note: we may delete the customer Web Presence Builder account to free up that particular license)
