"Access is denied" error in ASP.net

Hello. I am having the issue described in Plesk article: http://kb.odin.com/8576. The solution indicates that I need to reset permissions on a "GAC_MSIL" folder. However, my server does not have that folder. I have searched the server for that directory, but it does not exist on my server. So, I need some direction on what I should do. Thanks.
