Add new ssh user

I'm running Plesk 7.5.4 on FC2.

I'd like to be able to add a new user that has shell access and can login via ssh so that I can disable root access through ssh.

I can add the new user OK with "useradd" but if I then try to login via ssh I get a message

sshd[23749]: Failed password for <user>

However, I'm pretty sure I've entered the passord ok.

Is there something else I need to do configure the new user for ssh?

Stupid question but it needs to be asked:

Did you use the -p option to set the password?
 
Yes, I did.

I've since discovered that from Plesk if I set a shell on the "Shell access to server with FTP user's credentials" option in Domains:Setup then I can login OK through ssh. However, I still don't know how to get the same effect with a new user from the command line.
