Allow mail user to set his own Spam settings?

Hi,
how can I allow a mail user to set his own Spamfilter settings (e.g. whether to delete, trash or mark spam, set spam filter sensitivity, white list, black list). As a domain user or admin I can set these setting for each mailbox user separately, but if the mailbox user logs in to the panel, he doesn't have the Spam filter tab.
How can I allow mailbox users to set their spamfilter and show the the Spam filter tab?
