• The BIND DNS server has already been deprecated and removed from Plesk for Windows.
If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

I have just installed Plesk 7.5.1 and I discovered these error messages when the install was finished.

For Apache

ERROR
Unable to make action: Unable to manage service by websrvmng: websrvmng: Service httpd failed to restart: Operation not permitted
0: /usr/local/psa/admin/htdocs/server/restart_services.php:2 psaerror(string "Unable to make action: Unable to manage service by websrvmng: websrvmng: Service httpd failed to restart: Operation not permitted")

For BIND

ERROR
Unable to make action: Unable to manage service by dnsmng: dnsmng: Service named failed to restart: Operation not permitted
0: /usr/local/psa/admin/htdocs/server/restart_services.php:2 psaerror(string "Unable to make action: Unable to manage service by dnsmng: dnsmng: Service named failed to restart: Operation not permitted")

Run these commands at the prompt:

/etc/init.d/named stop
killall -9 named
/etc/init.d/named start

Also check out your logs /var/log/messages for error messages.
