I'm only running asp.net web applications for my web sites and I'm using Window Plesk 7.5 Control Panel to manage them.

Do I need Apache.exe service running or does Plesk need it for it to run properly?

Yes, it is a needed application. Apache.exe is used by Plesk CP, Tomcat applications and many more Plesk things.
