Apache Freeze-up

For some reason I am experiencing what I can only call an Apache freeze up. I started getting complaints sites hosted on my server were not responding. Since I started monitoring here is what I have found:

1. No sites on the server respond. Duration lasts 10-30 minutes and then everything is fine.

2. During these outtages I can sign into the server via SSH or FTP but not HTTP/HTTPS.

3. Restarting plesk via "service psa stop/start" does nothing.

4. Restarting Apache solves the problem, at least for a while.

Now, this was not happening before I did the last round of updates. Can anyone help me with this issue?
