Issue 'Apply DNS Template Changes' after each DNS record update

When a client changes a DNS record, he mostly (mostly, not every time) he get the following message after saving his change and 'apply the zone update'.

Warning: The DNS zone was modified. If you would like to apply changes in the DNS template to this zone, either click the 'Apply DNS Template Changes' button on this page or go to the Server Administration Panel > Tools & Settings > DNS Template Settings > Apply DNS Template Changes and choose the 'Apply the changes to all zones' option.

The global DNS template wasn't changed.

I understand what that is meaning, but there is nothing else to apply than the client's own record change. These are the steps:

  1. Client changes / adds a new DNS record in his zone.
  2. Client clicks 'apply' on the question 'The changes you made to DNS records are not saved yet. The changes are marked in the list of records. Click Update to apply the changes to the DNS zone. Click Revert to cancel the changes.'
At this point, the DNS record is changed /added and is resolvable.

But then this warning appears: "Warning: The DNS zone was modified. If you would like to apply changes in the DNS template to this zone, either click the 'Apply DNS Template Changes' button on this page or go to the Server Administration Panel > Tools & Settings > DNS Template Settings > Apply DNS Template Changes and choose the 'Apply the changes to all zones' option."

That's strange. The record has been changed /added. The global DNS template on the Admin panel didn't changed. Why does the client has to click the 'Apply DNS template' button?
