apxs problems

I try to install mod_xsendfile, but if I run a compile through this command

apxs -cia mod_xsendfile.c

I receive lots of errors like

mod_xsendfile.c:356: error: `APR_READ' undeclared (first use in this function)
mod_xsendfile.c:360: error: `APR_BINARY' undeclared (first use in this function)

It also compalins about not finding files like apr.h. Any ideas? What apxs is looking for?
