ASP.NET working in one domain but not others

I've been scratching my head and googling all day, and still no solution. the same asp.net test codes works fine in one domain on server, but not in other domains on the same server.

Any help is appreciated.

Maybe several reasons:
1. Permission issue – can be traced with FileMon (if that is physical server, Windows 2003 or with ProcMon if it is Windows 2008):

2. ASP.NET is not enabled on the domain in Parallels Plesk Control Panel

ASP.NET is enabled, unless there's a hidden setting not in Setup page i'm not aware. I RDC to server in question and checked app pool, security on files, asp.net tab etc. I have verified asp.ne only works on one domain of the 12 that's on the server.
