Question AWS AMI "Web Admin Edition SE - FREE" availability

Is there any reason this AMI is only available in the US, Canada and Asia regions? I wanted to use it in Europe, ideally London. Thanks.

"Web Admin-SE" is available in all AWS Lightsail regions, Regions and Availability Zones in Amazon Lightsail | Lightsail Documentation You can use AWS account to access AWS Lightsail.

Also, it is available in all of DigitalOcean's regions.
