Banner not updating

After I upload a custom header the first time it shows it in the list. If I then want to change that custom header and upload an updated one it says the upload was successful, but, never changes. What is going on?

I am having this problem too and wondered if you had found a way to resolve it?
It renders so many templates unuseable if you are unable to load a more appropriate custom banner.
