We haven't free billing solutions.

no thanks. is there anything like a billing software where i can set up stuff manually like say, set creation day of account and then set billing monthly/yearly etc. and the tool automatically sends out bills when its needed?

If the requirements are rather simple and you don't want to pay for the "big" billing solution, then you could use XML-RPC guide and Extensions SDK and implement such automation tool by yourself.
