browse up to parnet directory

Hi
I'm using linux plesk 9.2. (centos 5). Today i have an attcack to folders and files that have full permission.
I check and find that users can browse up to parnet directory and write too "full permission files" and folder with simple code.

I enable safe mod and open base directory but anybody can help me how to secure whithout safe mode solution.
