I install Plesk white default configurationin windows server 2012 but can not access port 8443 in No.13:

what error message are you receiving while accessing the plesk ? Check if the port 8443 is open in windows firewall

I see Plesk login page when I go to https://198.143.180.23:8443
All looks fine for me.
