Can NOT dowload files through FTP (perm.660)

I can not download files, created by phpbb forum (www-data), with my FTP
permissions of these files are 660 instead of normal 644 (or even 666). Is it Apache2 related problem?
How can I change it permanently?

Most strange is that.. in another domain i have in the same vhost all these files are permissioned 666 !!!!
Why same phpbb forums make different permissions in www-data files?
