Can plesk manage system process parameters

Hello

May I control memory and CPU quotas for user accounts? Can Plesk help me with it? Or it can be controlled on the OS-level only?
I wish to use mail and database services on external special allocated servers without plesk installed. Can plesk operate with it ?

Plesk can not do this no, you would have to use pam or the limits.conf file to do something like this in the OS level.
