Can someone tell me how to change sites owners in ver 3?

I can not figure out how to set it up to change the owner from admin to an actual users account. I can not figure this out for the life of me.....

I figure it has something to do with the "own" site button, but maybe I don't know exactly what to enter into thos fields, because it doesn't do anything?
