Resolved Cannot access Plesk on VPS server

No idea what changed but right now my sites are not responding correctly and I believe it has to do with the mysql db not starting. I am new to this so please bear with me! I was able to retrieve the error log and this is what I got:

Can anyone give me advice on how to fix this?

UPDATE: Got the DB running. Websites work fine but still cannot access plesk. Now I get this error: ERROR: Zend_Db_Adapter_Exception: SQLSTATE[HY000] [2002] Connection refused
Additionally, an exception has occurred while trying to report this error: Zend_Db_Adapter_Exception
SQLSTATE[HY000] [2002] Connection refused (Abstract.php:144)

I have read that article many times. Unfortunately I am not versed enough in SSH commands to figure it out. I can SSH in but and enter in the line that begins with grep and nothing happens then I have no idea how to use the comment below.

In an effort to repair plesk, I have run the command repair plesk fs vhosts which returns the PHP notice:
Undefined index: fs in /usr/sbin/plesk on line 57

# plesk installer --select-release-current --reinstall-patch --upgrade-installed-components
# plesk repair installation

The first line ran successfully ending with "all patches were applied. patches were installed successfully"

I did try to access plesk prior to running the second command and still received the error: ERROR: Zend_Db_Adapter_Exception: SQLSTATE[HY000] [2002] Connection refused

Additionally, an exception has occurred while trying to report this error: Zend_Db_Adapter_Exception
SQLSTATE[HY000] [2002] Connection refused (Abstract.php:144)


Then I entered "plesk repair installation" and this was the response:

Oh, sorry, I forgot that you have old Plesk 12. Try to use command like

# /usr/local/psa/bootstrapper/pp12.0.18-bootstrapper/bootstrapper.sh repair

or

# /usr/local/psa/bootstrapper/pp12.5.30-bootstrapper/bootstrapper.sh repair

if you have Plesk 12.5, instead of "plesk repair installation"

But anyway, there is problem with mysql service and I strongly recommend to check mysql logs and fix mysql service.
