Cannot log into Plesk Panel

Hi there,
I am by no means a Unix expert but fairly tech savvy and can follow instructions and tech guides.

I have a VPS hosted in the UK by a large ISP and it runs on Ubuntu 10.04.4
I am not sure how to check the Parallels Power Panel version
Parallels Plesk Panel is version 12.0.18

The autoinstaller seems to have updated the Plesk Panel Version recently and I can no longer access it.
I get the error message below in the browser.
"The file /opt/psa/admin/htdocs/index.php is part of Plesk distribution. It cannot be run outside of Plesk environment."

If I check in the Power Panel (which I can still access) it shows that the psa service is stopped even though it is set to autostart, and I cannot manually start it.

I would appreciate some help if possible and can provide any further information/logs as required.

try to reboot the VPS first.

If a reboot results in the autostart function starting the Plesk Panel properly, than you have a proper functioning Plesk Panel and a not so proper functioning VPS or ISP.

In the latter case (i.e. a reboot results in Plesk functioning properly), you should contact the ISP (with some adjustment of settings, they can resolve the issue).

Reboots have not worked.
The server is so messed up now I have no option to re-image and restore from a plesk backup.
My ISP is next to useless with their support so that is definietley something to consider going forward.
They have reimaged the container and I have a clean VPS and a backup taken from my 'old' VPS using the pleskbackup -server command line option.
The backup data is available to me and I have made a copy in the backup respository on the 'new' server and I can run Plesk Panel and see it.
I can click on it but when I run it I get the following errors and the restore fails.
