Cannot restart Tomcat

In some cases, I cannot restart Tomcat from Plesk.

q1. Why is this happening?

q2. Is there any way to restart Tomcat without rebooting the server?
 
I have no clue as to why you can't restart tomcat via the plesk cp, but you can use this via command line:

/etc/rc.d/init.d/tomcat start/stop/restart

I tried several times to start Tomcat from Plesk. Couldn't get it to work until I'd actually deployed an application war to one of my domains. Then it magically started all on its own and I could stop and start it to my heart's content from Plesk. I then removed the application and Tomcat was turned off again within Plesk.

If you've already got Java apps running, maybe deploying an empty war to one of 'My Domains' may make Plesk happy?
