Can't access new Site

I have a new site I published but I can't get to the content test.php on the new page. www.mydomain.com show the Plesk splash but www.mydomain.com/test.php is 404 file not found.

The only differenece is with this customer they do not have mail hosted with my system. Do I still need to create a mail account? Any steps to troubleshoot this are appreciated.
