Issue Can't enable OCI8 on PHP

Hello,

First of all i installed oracle client. Our system x86. I was using 5.6x i download dll from PECL :: Package :: oci8 then i remove ; from extension PHP.ini then restart IIS but nothing happend checked from PHPINFO().

Than i tried all PHP versions even 7.3 (same steps on above) still doesn't work.

PHP Fatal error: Uncaught Error: Call to undefined function oci_connect()
