Can't finish setup

I finally got 7.5 installed, now when I login to the admin page, it asks to setup services. I select the services I need and hit OK, then it comes back and says some of them aren't selected or say no selection. I reselect what I need, or select everything, and it still comes back and tells me the right stuff isn't selected. What am I supposed to select then?

Same thing happened during my upgrade.

We ended up having to uninstall, do a fresh install of 7.5.1 and then restore from a backup.
