I was tried to turn on debug output of all security decisions that are made during execution. so I stop tomcat, and use command: export CATALINA_OPTS=-Djava.security.debug=access,failure
(ref: http://tomcat.apache.org/tomcat-4.1-doc/security-manager-howto.html)

however, when I try to start tomcat again using command '/etc/rc.d/init.d/tomcat4 start', I get message 'Starting tomcat4: /etc/rc.d/init.d/tomcat4: line 76: Daemon: command not found'

Please let me know why I get above message and how to solve it.

many thanks for your help!
