Change default language

how we can change default language without pay for multilanguage-pack ?

we installed additional language (russian) from rpm and now see this language in the Plesk as Inactive.
then we have tried remove English, but have error:
"Error: Locale en-US can not be removed: it is base or default."

when we have tried to set russian as default, we get next error:
"Error: Unable to change locale: the specified interface language pack is unavailable."

so, how we can remove english and activate russian?
