change Hosting type

Customers can not change the Hosting type. What permission in Service Plans must be given, that the customer can change the Hosting type? In administrative mode I can change the Hosting type in all domains.

If I go in not administrative mode to "Websites & Domains", I have the following selection: Website [Suspend] on one domain and on another domain I have the following selection: Forwarding [Change] [Suspend]

Has anyone an idea, why I can´t change the Hosting type in all domains?
