Clean install, mail setup

I've done a clean install of wordpress, however I continually receive errors from it, about permissions, asking for ftp informtation, etc, the only fix I seem to find is chowning the whole lot to apache:apache which is obviously useless for FTP users, and not something I want to do for all clients... Does anyone have the correct solution to get this working right?
