Issue Connect to Database with .net

Hey Guys, i want to ask how i can connect to the server's database with my .net Application. I used the MYSQL data.dll but it keeps showing me timeouts

I have a Linux Server and it doesnt give me permission to my.cnf when i try to go to it in the console...

You should have root permissions for modifying my.cnf file.
