control panel login - help me

Hi, I have plesk 6.5.2 windows 2K machine, when I try login in control panel the popup appear:

"Unable to exec utility packagemng: Empty error message from utility"

I don't can access control panel.

anyone know a resolution for this yet? I've done a rpm --force to try and replace missed files but that hasn't helped.

I'm a bit desperate now.
